Keith Wiggins, born in London in 1958, raced karts at school and was picked for the British international kart team in 1975 and 1976. He qualified as a design engineer, worked for Ron Dennis's Project Four in Formula 2 and finished second in British Formula Ford in 1979 before turning to management.

He founded Pacific Racing in 1984, and the team won championships at every level of European single seater racing with drivers such as JJ Lehto, David Coulthard and Eddie Irvine, before stepping up to Formula One in 1994. It raced on a shoestring for two seasons, building its own cars, with eighth places in Germany and Australia in 1995 as its best results. Wiggins is one of only three people to have owned teams in Formula One, IndyCar and Champ Car. Climbing every rung of the ladder is rare; climbing them all with one team is rarer still.
