Cyril Bourlon de Rouvre came into the world in Boulogne Billancourt in 1945 into an industrial family whose interests included sugar refineries. He studied electrical engineering at the Sorbonne and aerospace engineering, and worked in sales and in the audiovisual business before making his own fortune.

From March 1989 until 1991 the small AGS team was his, investing $18 million, and in 1992 he bought Ligier. The team had slumped in recent seasons, but in 1993 it finished fifth in the constructors' championship, its best result since 1986. He sold Ligier to Flavio Briatore early in 1994. Alongside racing he pursued politics, and in 1989 Chaumont elected him its mayor. Running a Formula One team and a French town at the same time demands a certain appetite for committees.
